Brian Moore QPM
Brian served in police forces in Lancashire, London, Surrey and latterly as the Chief Constable of Wiltshire Police (2008-2012). His career-long experience has been in the management of confidential sources of intelligence, and as national policy lead for the prevention of all forms of violence. In the New Year’s Honours list in 2009, Brian was awarded the Queen’s Police Medal for distinguished service. Brian became the first Director General of the UK Border Force (2012), leading the organisation’s 8,000 staff responsible for immigration, border security and customs operations.
In the private sector, he assumed a board of directors position in the construction products industry (2014-2020) where he became involved in managing disclosures from numerous whistleblowers speaking-up about issues in the sector. It was his experience in this environment which led to Brian researching the role of regulators and other prescribed persons responsible for investigating whistleblowing disclosures. He was awarded a PhD in respect of his research by Middlesex University (2024), building on his Masters’ degrees in business administration, and human rights. Since 2020, he has been a board of directors member of a specialist London-based consultancy dedicated to the safety and security of people, locations and assets
