The Cost of Whistleblowing – Protect Research paper

February 2025

Protect launched Dr Emily Baker’s research report on the Cost of Whistleblowing in
the Home Room at the House of Lords on Tuesday 4 th February. The research forms
the basis of a policy paper the Post Office, Lucy Letby and Carillion scandals using
an analysis of Unavoidable, avoidable and fallout costs to assesses the cost of
whistleblowing failures to the public purse. It concludes that change is needed to
impose a duty on employers to investigate whistleblowing concerns; increase the
scope of whistleblower protection; address the accountability gap at board level;
place whistleblowing policy in the Cabinet Office; create a strong and clearly defined
regulator to whom whistleblowers can turn and ensure that Inquiry recommendations
are actually implemented.
